The UGA library system is accessible at http://gil.uga.edu. Most of you know this, but some first years might not. If you need help using it, ask someone on the team. One thing to remember is that when you type in a title, like, "Paradox of American Power", only capitalize the first letter of the title. So if you were entering in the title on http://gil.uga.edu, you would type "Paradox of american power". Sometimes the system is picky about that type of things, other times its okay.
Also, the UGA library system has a fair number of journals available electronically. To see if a journal is available online, check here: http://www.libs.uga.edu/ejournals/. Some journals will return multiple sources (Ingenta, Factive, Ebscohost, etc...). Some will have older articles, some newer, etc.
You can access ejournals both on and off campus. If you are on campus (or any other uga network, like in the dorms or debate office), then search away. If you are off campus, it will ask you for a galileo password. If you already have a UGA ID card, then you can get the password by going to http://gil.uga.edu. There will a link that says "Get GALILEO Password". If you haven't, for some reason, been placed in the UGA system, email someone on the team to give you the password (it stays the same for the whole semester and then changes afterwards).
And you can also access lexis-nexis academic universe off campus this way. I believe if you click this link: http://www.libs.uga.edu/ejournals/locators/lexisnexisframe.html, it gives you the link to academic universe. If for some reason that link doesn't work, use the Ejournal search and search for "Foreign Affairs" and one of the choices will be academic universe.
Resolved: the United States federal government should establish an energy policy requiring a substantial reduction in the total non-governmental consumption of fossil fuels in the United States.
